NYLTI was the training ground for Organising Secretaries engaged by the People's Association in the 1960s to equip them with expertise and experiences needed to plan, execute and administer programmes for the development of youth and community agencies under the umbrella of the People's Association. It was the major community development agency in Singapore then. Three-year residential training courses were conducted for 5 batches of Organising Secretaries leading to a Diploma in Community and Youth Work. Mr Arieh Levy, an Israeli Adviser and Consultant was engaged to oversee the running of the Workers' Brigade, NYLTI and the Vigilante Corps in their formative years.
On 26 April 2014, some former trainees were invited for a reminiscence of their training at NYLTI. The above photos of the existing dormitories were captured though they were very different from the past as a lot more new development had taken place over a period of more than 40 years.
